General context of the project

While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country’s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people’s vulnerability and suffering.

Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods.

INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008.

While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.

General purpose of the position

  • Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies.
  • Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team.
  • Supervise, coordinate and provide quality support to Project Managers/Program Managers in order to develop and implement the program in the mission.

Main responsibilities and tasks:

Country Strategy & Portfolio Development

  • Co-Lead the formulation, adaptation, and execution of the INTERSOS Yemen Country Strategy in line with global organizational goals, values, and localized humanitarian needs.
  • Active member of the SMT, working alongside the HoM to define organizational vision, set programme targets, and improve operational performance.
  • Conduct continuous context analysis (humanitarian needs, socio-economic dynamics, donor trends) to design innovative, integrated programming, and lead assessments for rapid response or portfolio scale-up.
  • Lead the design and writing of high-quality proposals and concept notes in close collaboration with Technical Coordinators and Specialists, Finance, HR and Logistics teams.
  • Lead the roll-out of the mission’s Localization Strategy, ensuring strategic oversight, capacity assessments, and sub-grant compliance for local partners.

Grants & Fundraising Management

  • Alongside the HoM, proactively identify funding opportunities, analyze donor guidelines/priorities, and oversee the mission’s grant pipeline to ensure sustainable growth.
  • In coordination with Project/Programme Managers, support the preparation and conduct of project kick-off meetings, grant agreement reviews, and partner capacity assessments.
  • Take full responsibility, with support from the regional office, for all reporting processes, from programme data to ensuring strict compliance with grant contract provisions and donors’ guidelines.

Programme Management

  • Oversee the coherence, alignment, and execution of the entire Yemen programme portfolio, ensuring targets, work plans, and quality standards are met.
  • Guide and directly support Project/Programme Managers through all phases of Project Cycle Management, including regular field visits and project milestone reviews (kick-off, mid-term, and end-of-project reviews).
  • Monitor the level of progress achieved by each project. Supervise, plan, monitor, evaluate and ensure the quality of work and the achievement of high standards in terms of design, implementation and evaluation.
  • Together with the HoM, PMs and Country Finance Coordinator, ensure adequate resource provisioning, review monthly financial expenditure reports, and lead budget or programme revisions as required.

Quality Control & MEAL

  • In collaboration with the MEAL Manager, establish quality control mechanisms, oversee indicator tracking, and provide monthly supervision and feedback on the Project Appraisal Tool (PAT).
  • Oversee and support continuous improvement of programme quality standards, exploring innovative solutions to maximize impact on the ground.
  • Guarantee that internal management software (IMP) sections and grant compliance standards are routinely updated and adhered to across all projects.

Representation, Partnerships & Advocacy

  • Alongside the HoM, represent INTERSOS in high-level donor meetings, national cluster coordination forums, inter-agency working groups, and with relevant authorities.
  • Establish and maintain strong, transparent relationships with local partners, authorities, institutional donors, and international stakeholders.
  • Contribute to the mission’s advocacy strategy and act on behalf of the HoM when required.

People Management

  • Lead, supervise, and mentor all line managed staff and provide them with daily oversight, regular communication, and performance appraisals (IRP).
  • Identify training needs, deliver coaching in project management and grant compliance, and promote continuous professional growth within the programme team.
  • Promote the INTERSOS Fundamental Charter, Code of Ethics, and internal regulations, ensuring high behavioral standards are maintained throughout the team

Required profile and experience:

  • BA in International Affairs, Development, International Political Economy or other relevant field

  • Minimum 5 years experience in humanitarian contexts

  • Ability to manage large team
  • Strong knowledge of proposal development and financial management
  • Experience working with major grants and international donors
  • Desirable experience in managing integrated projects
  • Essential computer literacy (word, excel and internet)

  • Excellent written and spoken English (essential); Arabic language skills (desirable context-specific asset).
  • Good organizational and planning skills
  • Leadership, team management and cooperation

  • Negotiation skills and decision-making skills
  • Diplomatic, interpersonal and good communication skills

General conditions and benefits:

  • Salary range: 12 – 3.690€ – 4.245€ monthly gross
  • Accommodation: Shared Guesthouse
  • R&R: 7 days of psycho-physical recovery every 8 weeks + 1000€ allowance.
  • Annual Leave: 2.5 days per month
  • Medical insurance for the staff
  • Transportation and visa: Round-trip flights. For missions lasting at least 9 months, an additional flight ticket to the Country of residence and return to the mission will also be provided.
  • Induction: one week of online induction before the deployment
